ABSTRACT. The Inland Fisheries Act of November 1, 2013 created the opportunity to employ rights of priority by licensed fishers. In the first year this regulation was in force it was used in 14 of 16 fishery zones, which is an efficacy of 87.5%. The opportunity of employing this law will end in 2023, 2024, 2025, and 2034, when agreements regarding flow-through lakes signed prior to 2006 by the Agricultural Property Agency of the State Treasury expire. Nearly 400 agreements will expire during this period. The right of priority for extending agreements for further periods was anticipated by the fishing community. The first year the right of priority was in force indicated that this regulation was applied by the authorized entities.
